You can d/l the srt file here (mediafire link), remember to put it in the same folder as the video file and change the name if it's different.

eta: More detailed instruction in case you don't know how to use srt files:
Put both the video file and srt file in the same folder. The file names should be:
Hetalia Marukaite Chikyu Kansha Matsuri
Hetalia Marukaite Chikyu Kansha Matsuri.srt
The srt must always be the same name as the video file (sometimes mediafire adds + in the spaces, you'll have to remove them. Be sure to keep the .srt extension if you change the file name!)
Assuming you have all the codecs to play the file, that's all it takes. If you don't, get k-lite codec pack.
ETA2: I've created a video file with embedded subs (even though the srt is REALLY REALLY easy y'all) but since it's big (I had to cut it to like 10 parts) it will take some days to u/l with my slow speed orz. You'll have to wait patiently ^_^;
